Heartwarming moments defy chill at Rose Parade






PASADENA, Calif. (AP) — A couple who became husband and wife on the “Love Float,” a surprise reunion between a returning soldier and his little boy, and a grand marshal famed globally for her chimpanzee research were among the highlights of the 124th Rose Parade on Tuesday.


The parade’s spectacular 42 floral floats brightened an otherwise cloudy New Year’s morning and boosted the spirits of a chilled crowd estimated at some 700,000 spectators lining the 5-mile route.






“The only way that you’re going to experience the Rose Parade is to be here in person,” said Los Angeles resident Gineen Alcantara-Nakama, who camped out Monday night to save front row sidewalk spots.


“Growing up, I watched it on television, but it’s not the same — the smell, the atmosphere, smelling the flowers as they come down the street. And the energy. It’s like being with family all night long.”


Spectators rose to a standing ovation when Army Sgt. First Class Eric Pazz, who was riding on the Natural Balance Pet Foods float along with other service members, got off the float and walked over to his surprised wife Miriam and 4-year-old son Eric Jr., who came running out of the stands into the arms of his 32-year-old father.


Miriam Pazz had been told she had won a contest to attend the parade and did not know her husband, who is deployed in Afghanistan, would be there. A native of Clio, Mich., Pazz is a highly decorated soldier who has also served in Iraq. The family, who currently lives in Germany, climbed aboard the float for the rest of the route.


Cheers also went up for a Chesapeake, Va., couple who tied the knot aboard Farmers Insurance “Love Float.”


Gerald Sapienza and Nicole Angelillo were high school classmates who reconnected 10 years later and won the parade wedding over three other couples in a nationwide contest. They received a trip to Pasadena, a wedding gown, tuxedo, rings, marriage license fees, Rose Bowl game tickets and hair and makeup for the bride.


The parade’s theme this year was “Oh the Places You’ll Go!” named in honor of the Dr. Seuss book. It served as a fitting slogan for grand marshal British primatologist Jane Goodall, who has spent much of her life in Tanzania studying chimpanzees.


Goodall chose conservation as her message for the parade


“My dream for this New Year’s Day is for everyone to think of the places we can all go if we work together to make our world a better place,” said Goodall, 78.


“Every journey starts with a step and I am pleased to see the Tournament of Roses continue to take steps toward not only celebrating beauty and imagination, but also a cleaner environment.”


This year’s parade also saw the first-ever float entered by the Defense Department.


The $ 247,000 military float was a replica of the Korean War Veterans Memorial in Washington to commemorate the veterans from that conflict.


The float that scooped up the parade’s grand “Sweepstakes” prize for the most beautiful floral presentation and design was “Dreaming in Paradise” by fruit and vegetable producer Dole.


According to parade rules, every inch of the floats must be covered with flowers or plant material, most of it applied by volunteers in the last weeks of December.


Besides floats, the parade also featured 23 marching bands and 21 equestrian units from around the world.


Banda El Salvador, a 200-plus member marching band and folkloric dance troupe, played sassy Latin rhythms and paid homage to their Central American country by dressing in the national colors of blue and white and shouting “Arriba El Salvador!”


The Aguiluchos band from Puebla, Mexico, earned cheers for their fancy footwork and vaquero rope tricks. Colorful dancers from Costa Rica and South Korea were other crowd pleasers.


Die-hard parade fans staked out their spots overnight or in pre-dawn hours with folding chairs, hammocks and portable barbeque grills despite frosty temperatures.


Emergency personnel received a number of cold-weather exposure calls, police department spokeswoman Lisa Derderian told City News Service.


As of 8 a.m. Tuesday, police had made a total of 22 arrests along the parade route since 6 p.m. Monday, said police Lt. Rick Aversan. All but one arrest were for suspected public intoxication. The other was for suspected possession of burglary tools that could have been used to break into cars, police said.

Ground Zero Volunteers Face Obstacles to Compensation





On the day the terrorists flew into the World Trade Center, the Wu-Tang Clan canceled its meeting with a record mixer named Richard Oliver, so Mr. Oliver rushed downtown from his Hell’s Kitchen apartment to help out.




He said he spent three sleepless days at ground zero, tossing body bags. “Then I went home, ate, crashed, woke up,” he said. He had left his Dr. Martens boots on the landing outside his apartment, where he said they “had rotted away.”


“That was kind of frightening,” he continued. “I was breathing that stuff.”


After the Sept. 11 attacks, nothing symbolized the city’s rallying around like many New Yorkers who helped at ground zero for days, weeks, months, without being asked. Now Mr. Oliver, suffering from back pain and a chronic sinus infection, is among scores of volunteers who have begun filing claims for compensation from a $2.8 billion fund that Congress created in 2010.


But proving they were there and eligible for the money is turning out to be its own forbidding task.


The other large classes of people who qualify — firefighters, police officers, contractors, city workers, residents and students — have it relatively simple, since they are more likely to have official work orders, attendance records and leases to back them up. But more than a decade later, many volunteers have only the sketchiest proof that they are eligible for the fund, which is expected to make its first awards early this year. (A separate $1.5 billion treatment fund also was created.)


They are volunteers like Terry Graves, now ill with lung cancer, who kept a few business cards of people she worked with until 2007, then threw them away. Or Jaime Hazan, a former Web designer with gastric reflux, chronically inflamed sinuses and asthma, who managed to dig up a photograph of himself at ground zero — taken from behind.


Or Mr. Oliver, who has a terse two-sentence thank-you note on American Red Cross letterhead, dated 2004, which does not meet the requirement that it be witnessed or sworn.


“For some people, there’s great records,” said Noah H. Kushlefsky, whose law firm, Kreindler & Kreindler, is representing volunteers and others who expect to make claims. “But in some respects, it was a little bit of a free-for-all. Other people went down there and joined the bucket brigade, talked their way in. It’s going to be harder for those people, and we do have clients like that.”


As documentation, the fund requires volunteers to have orders, instructions or confirmation of tasks they performed, or medical records created during the time they were in what is being called the exposure zone, including the area south of Canal Street, and areas where debris was being taken.


Failing that, it will be enough to submit two sworn statements — meaning the writer swears to its truth, under penalty of perjury — from witnesses describing when the volunteers were there and what they were doing.


Proving presence at the site might actually be harder than proving the illness is related to Sept. 11, since the rules now allow a host of ailments to be covered, including 50 kinds of cancer, despite an absence of evidence linking cancer to ground zero.


A study by the New York City health department, just published in the Journal of the American Medical Association, found no clear association between cancer and Sept. 11, though the researchers noted that some cancers take many years to develop.


Unlike the original compensation fund, administered by Kenneth Feinberg, which dealt mainly with people who were killed or maimed in the attack, “This one is dealing with injuries that are very common,” said Sheila L. Birnbaum, a former mediator and personal injury defense lawyer, who is in charge of the new fund. “So it’s sort of a very hard process from the fund’s point of view to make the right call, and it requires some evidence that people were actually there.”


Asked how closely the fund would scrutinize documents like sworn statements, Ms. Birnbaum said she understood how hard it was to recreate records after a decade, and was going on the basic assumption that people would be honest.


In his career as a record mixer, Mr. Oliver, 56, has been associated with 7 platinum and 11 gold records, and 2 Grammy credits, which now line the walls of his condominium in College Point, Queens. He said he first got wind of the Sept. 11 attacks from a client, the Wu-Tang Clan. “One of the main guys called me: ‘Did you see what’s on TV? Because our meeting ain’t going to happen,’ ” he recalled.


Having taken a hazmat course after high school, he called the Red Cross and was told they needed people like him. “I left my soon-to-be-ex-wife and 1-year-old son and went down,” he said. “I came back three days later,” after surviving on his own adrenaline, Little Debbie cakes handed out to volunteers and bottled water. After working for three days setting up a morgue, he was willing to go back, he said, but “they said we have trained people now, thank you very much for your service.”

Passage of bill to avoid 'cliff' should bolster Wall Street










NEW YORK (Reuters) - U.S. stocks are poised for gains to begin the year after the late passage of a bill to avoid harsh tax hikes that would have hit most Americans and crimped economic growth.

However, harsh reality awaits any euphoria that comes from avoiding the "fiscal cliff". In two months, battles over further spending cuts and, in particular, the U.S. federal debt limit will come to a head.

The House of Representatives voted for a bill passed on Monday by the Senate that will raise taxes on wealthy individuals and families and preserve certain other benefits that will, together, soften some of the blow that would have been sustained without an agreement to avoid the fiscal cliff.

That puts Wall Street in prime position to begin 2013 with a rally, even if thorny issues remain to be addressed in the coming months in Washington.

Asian markets extended gains modestly, with the MSCI Asia Pacific ex-Japan index of stocks up 1.7 percent. U.S. markets will not have a chance to react until 6 a.m. ET, when futures trading begins after the New Year's Day holiday.

"When you separate the fundamentals of the economy from the headlines, the fundamentals really suggest we can support higher prices in the new year," said Bill Vaughn, equity portfolio manager at Evercore Wealth Management in San Francisco.

The Standard & Poor's 500 stock index ended the year up 13 percent, its best gain since 2009, mostly shrugging off the debt-related worries that dominated headlines during the year.

Equity markets held up in the last two months of the year as well, expecting a resolution to head off $600 billion in spending cuts and tax hikes that could push the economy into recession if they stay in effect for long. While the deadline to avert the cliff was December 31, legislation can be formulated to retroactively prevent going over.

The back-and-forth in recent weeks has primarily been of concern to businesses, where confidence has eroded. Some slowing in economic growth due to the impasse is expected, but that may play into the hands of value investors if the market corrects in coming months.

"It appears as though politics will dominate for some time," said Richard Bernstein, chief executive of Richard Bernstein Advisors in New York. "That being said, equity market valuations already reflect this ... the stock market is attractive from my perspective."

Stock markets around the world were closed Tuesday because of New Year's Day. Some Republicans in the House had expressed concern on Tuesday afternoon that a bill would not be finished before U.S. markets open.

Many traders will still be away from their desks because of the holiday, indicating trading volume will stay near its recent low levels. The anemic action, coupled with uncertainty over the cliff, resulted in a spike of volatility in December, with the CBOE Volatility index jumping 13.5 percent in the month.

DEBT CEILING BATTLE REMAINS

The bill that passed does not contain the kind of spending cuts that many conservative Republicans favor in order to bring down the high U.S. federal debt.

Even as this battle recedes, markets will look ahead to another fight in the next few months, this time over whether Congress will approve an increase in the U.S. debt ceiling.

The White House has said it will not negotiate the debt ceiling as in 2011, when the fight over what was once a procedural matter preceded the first-ever downgrade of the U.S. credit rating. But it may be forced into such a battle again. A repeat of that war is most worrisome for markets.

"The spending side fight looms and it will be tougher," said David Kotok, chairman and chief investment officer at Cumberland Advisors in Sarasota, Florida. "The Republican caucus is tighter on that side."

Markets posted several days of sharp losses in the period surrounding the fight in 2011. Even after a bill to increase the ceiling passed, stocks plunged in what was seen as a vote of "no confidence" in Washington's ability to function, considering how close lawmakers came to a default.

Economists at Goldman Sachs, in a note Tuesday, said the coming fight to raise the debt ceiling -- where Republicans are likely to demand spending cuts while President Obama pushes for more taxes -- "is likely to be at least as politically difficult as the last increase was in the summer of 2011."

During this fight, the markets have been less volatile, largely because the effects of the spending cuts and tax hikes will be gradual, and there was an ongoing expectation that a retroactive fix was in the offing.

Weak offense costs Lovie Smith his job as Bears coach









It is not often NFL teams fire head coaches after 10-win seasons, but it is even rarer for coaches to retain their jobs after failing to reach the playoffs five times in six years.

So it was not surprising Monday morning when the Bears fired Lovie Smith less than 24 hours after his team defeated the Lions to finish 10-6 but still missed the postseason, becoming just the second team since the 12-team playoff format was established in 1990 to miss the playoffs after a 7-1 start.

The epitaph for Smith's tenure as coach of the Bears could read, "He couldn't fix the offense."

Smith spoke to his team in a brief but emotional meeting, and many players, fiercely loyal to Smith, were hurt. Some were angry. Smith was 81-63 in the regular season with three NFC North titles, four 10-win seasons, a 3-3 playoff record and one Super Bowl trip. Only George Halas and Mike Ditka won more games as coach for the NFL cornerstone franchise.

"It's a tough situation to be in to see a great man and a great coach have to stand in front of the room and do that," center Roberto Garza said. "But this is the NFL. It happens. Unfortunately, we forced that situation."

Smith has one year remaining on his contract at $5 million. His staff remains under contract through 2013 and multiple assistants said they have not been released from their deals, although all or nearly all or expected to depart.

General manager Phil Emery will speak publicly about the move at 10 a.m. Tuesday, and NFL sources confirmed the team has scheduled interviews with Broncos offensive coordinator Mike McCoy and Falcons special teams coordinator Keith Armstrong, who held the same role for the Bears from 1997-2000.

Armstrong, who is expected to interview Tuesday, is African-American and the Bears must interview at least one minority candidate to satisfy the league's Rooney Rule. He also has interviews scheduled with the Eagles and Chiefs.

Buccaneers offensive coordinator Mike Sullivan is expected to interview with the Bears on Wednesday.

Surely, Emery's vision includes a dramatically reshaped offense. For all the good things Smith did in his nine years in Chicago, his undoing was his inability to take care of the side of the ball in which he had no background.

Since Smith took over in 2004, the Bears have ranked higher than 23rd in offense only once. They have ranked 28th or lower four times and finished 28th in 2012.

Smith tried four offensive coordinators during his Bears career. Smith's first thought was to run a similar offense to the one he was familiar with when he was defensive coordinator of the Rams, so he hired Terry Shea, despite not having worked with him. It was an unmitigated disaster. The Bears finished last in the league in offense behind quarterbacks Chad Hutchinson, Craig Krenzel, Jonathan Quinn and Rex Grossman, and Shea was dismissed after one season.

Smith then turned to Ron Turner for his second stint as Bears offensive coordinator, although some insist that the Smith-Turner pairing was an arranged marriage. Turner lasted five years in what was the heyday for the Bears offense under Smith.

Those days Smith talked frequently about how the Bears "get off the bus running," and the team achieved its offensive identity by pounding the ball with Thomas Jones, then Cedric Benson and finally Matt Forte.

But after the Bears traded two first-round draft picks and a third-rounder for Jay Cutler in 2009 and still finished 23rd in offense and missed the playoffs, Turner was made the scapegoat and fired.

An extensive job search led the Bears back to Smith's old friend Mike Martz, for whom he had worked in St. Louis. Going from the conservative Turner to the aggressive Martz was quite a philosophical shift for Smith.

Martz's offense sputtered in 2010 even as the team reached the NFC championship game but started to flourish the next season. Then Cutler broke his thumb in the 10th game and the team unraveled. The Bears lost five straight, and Martz was fired along with general manager Jerry Angelo, the man who brought Smith to Chicago.

Team President Ted Phillips mandated that Emery work with Smith for at least 2012, lauding the coach for his consistency. Speculation is the Bears chose not to fire Smith because he had two years remaining on his contract.

Smith's next move was to go conservative again, this time by promoting offensive line coach Mike Tice. A first-time play caller, Tice made great use of new acquisition Brandon Marshall but struggled to find other reliable targets or to overcome protection issues.

Hollywood tops Chinese film market in 2012, first time in four years






SHANGHAI (Reuters) – China‘s 2012 box office was dominated by foreign films for the first time in four years as a deal cemented earlier this year saw more Hollywood film screened on the mainland, squeezing out domestic competition.


China’s box office receipts are expected to reach 16.8 billion yuan ($ 2.7 billion) in 2012 and about 8 billion yuan ($ 1.28 billion), or slightly less than half the receipts, are from domestic films, the official People’s Daily reported on Monday, quoting estimates from the State Administration of Radio, Film and Television.






It is the first time in four years that domestic film receipts totaled less than 50 percent of the market and signals that the February trade agreement to allow more Hollywood movies to be screened in China is having a significant impact on the country’s movie industry.


Last year, domestic films made up 54 percent of box office receipts, down slightly from 56 percent in 2010, local media reported. China agreed in February to open its market to more American movies, permitting 14 premium format films such as IMAX or 3D to be exempt from the annual 20 foreign film quota.


Last month, Tian Jin, China’s vice minister of the State Administration of Radio, Film and Television, said the U.S. film industry was reaping massive profits due to the February concession while domestic producers were under pressure.


However, the best-selling film this year is a low-budget, domestically-produced comedy called “Lost in Thailand” about two rival businessmen. The movie drew a bigger audience in China than James Cameron’s “Avatar”, the People’s Daily said.

Employers Must Offer Family Health Care, Affordable or Not, Administration Says





WASHINGTON — In a long-awaited interpretation of the new health care law, the Obama administration said Monday that employers must offer health insurance to employees and their children, but will not be subject to any penalties if family coverage is unaffordable to workers.




The requirement for employers to provide health benefits to employees is a cornerstone of the new law, but the new rules proposed by the Internal Revenue Service said that employers’ obligation was to provide affordable insurance to cover their full-time employees. The rules offer no guarantee of affordable insurance for a worker’s children or spouse. To avoid a possible tax penalty, the government said, employers with 50 or more full-time employees must offer affordable coverage to those employees. But, it said, the meaning of “affordable” depends entirely on the cost of individual coverage for the employee, what the worker would pay for “self-only coverage.”


The new rules, to be published in the Federal Register, create a strong incentive for employers to put money into insurance for their employees rather than dependents. It is unclear whether the spouse and children of an employee will be able to obtain federal subsidies to help them buy coverage — separate from the employee — through insurance exchanges being established in every state. The administration explicitly reserved judgment on that question, which could affect millions of people in families with low and moderate incomes.


Many employers provide family coverage to full-time employees, but many do not. Family coverage is much more expensive, and the employee’s share of the premium is typically much larger.


In 2012, according to an annual survey by the Kaiser Family Foundation, premiums for employer-sponsored health insurance averaged $5,615 a year for single coverage and $15,745 for family coverage. The employee’s share of the premium averaged $951 for individual coverage and more than four times as much, $4,316, for family coverage.


Starting in 2014, most Americans will be required to have health insurance. Low- and middle-income people can get tax credits to help pay their premiums, unless they have access to affordable coverage from an employer.


In its proposal, the Internal Revenue Service said, “Coverage for an employee under an employer-sponsored plan is affordable if the employee’s required contribution for self-only coverage does not exceed 9.5 percent of the employee’s household income.”


The rules, though labeled a proposal, are more significant than most proposed regulations. The Internal Revenue Service said employers could rely on them in making plans for 2014.


In writing the law, members of Congress often conjured up a picture of employees working year-round at full-time jobs. But in drafting the rules, the I.R.S. wrestled with the complex reality of part-time, seasonal and temporary workers.


In addition, the administration expressed concern that some employers might try to evade the new requirements by firing and rehiring employees, manipulating their work hours or using temporary staffing agencies. The rules include several provisions to prevent such abuse.


The law says an employer with 50 or more full-time employees may be subject to a tax penalty if it fails to offer coverage to “its full-time employees (and their dependents).”


Employers asked for guidance, and the Obama administration provided it, saying that a dependent is an employee’s child under the age of 26.


“Dependent does not include the spouse of an employee,” the proposed rules say.


Thus, employers must offer coverage to children of an employee, but do not have to make it affordable. And they do not have to offer coverage at all to the spouse of an employee.


The administration said that the rules — which apply to private businesses, nonprofit organizations and state and local government agencies — would require changes at many work sites.


“A number of employers currently offer coverage only to their employees, and not to dependents,” the I.R.S. said. “For these employers, expanding their health plans to add dependent coverage will require substantial revisions to their plans.”


In view of this challenge, the agency said it would grant a one-time reprieve to employers who fail to offer coverage to dependents of full-time employees, provided they take steps in 2014 to come into compliance. Under the rules, employers must offer coverage to employees in 2014 and must offer coverage to dependents as well, starting in 2015.


The new rules apply to employers that have at least 50 full-time employees or an equivalent combination of full-time and part-time employees. A full-time employee is a person employed on average at least 30 hours a week. And 100 half-time employees are considered equivalent to 50 full-time employees.


Thus, the government said, an employer will be subject to the new requirement if it has 40 full-time employees working 30 hours a week and 20 half-time employees working 15 hours a week.

Tough decisions await new Tribune Co. board









When the new seven-member Tribune Co. board officially convenes for the first time in the next few weeks, the group of media and entertainment executives will name the company's executive officers. Then comes the bigger job of assessing a diverse portfolio of broadcasting and publishing assets, with an eye toward maximizing the value of the Chicago-based media company.


Whether that means buying, selling or keeping the company intact is a story that will begin to unfold in 2013. But insiders say the new owners — senior creditors Oaktree Capital Management; Angelo, Gordon & Co.; and JPMorgan Chase & Co. — won't be in a rush to make those decisions after a contentious four-year journey through Chapter 11 bankruptcy left the reorganized company in strong financial shape.


"We're really looking forward to the opportunities and the possibilities with this asset base, with over $11 billion in debt removed from the balance sheet," said Ken Liang, a managing director at Oaktree and a member of the new board.








Tribune Co. plunged into bankruptcy in December 2008, saddled with $13 billion in debt from real estate investor Sam Zell's heavily leveraged buyout one year earlier. It emerged from bankruptcy Monday, relatively debt-free and generating cash.


The company owns 23 television stations, including WGN-Ch. 9; national cable channel WGN America; eight daily newspapers, including the Chicago Tribune; and other media assets, all of which the reorganization plan valued at $4.5 billion after cash distributions and new financing.


Tribune Co.'s biggest challenge has been declining revenue and cash flow as the advertisers that sustained it through the years defected to digital media alternatives. But 2012 was a slight improvement, likely boosted in part by election year ad spending in the company's broadcasting unit.


Data released Monday by the company showed that after several years of revenue declines, including a 3 percent drop to $3.1 billion in 2011, sales for the first three quarters of 2012 were flat at $2.3 billion compared with the same period a year earlier. Cash flow was even better: After dropping 12 percent in 2011 to about $370 million, cash flow increased 17 percent during the first three quarters of 2012, to $240 million.


Los Angeles-based investment firm Oaktree is the largest equity owner, with 23 percent of the company. All of Oaktree's distressed-debt holdings have a 10-year investment window, though the average is three or four years, executives said. That time frame usually includes an operating phase, which is where Tribune Co. now stands.


Some experts expect that phase to be relatively brief.


"I think they are temporary owners," said Marshall Sonenshine, chairman of New York banking firm Sonenshine Partners and a professor at Columbia University Business School. "They're not really there to be long-term shareholders of media assets."


While eventually selling the assets is part of Oaktree's distressed-debt investment strategy, it doesn't preclude a longer run, including strengthening the company through strategic acquisitions, Liang said. And with Tribune Co.'s balance sheet cleaned up, the timing of any asset sales will be at their discretion.


The new board also includes Tribune Co. CEO Eddy Hartenstein; Ross Levinsohn, who recently left as interim chief executive of Yahoo Inc.; Craig Jacobson, an entertainment lawyer; Peter Murphy, a former strategy executive at Walt Disney Co. and Caesars Entertainment; Bruce Karsh, Oaktree's president; and Peter Liguori, a former top television executive at Fox and Discovery, who is expected to be named CEO of Tribune Co.


The makeup of the board and the expected choice of Liguori as CEO suggests that broadcasting will be the operational focus for Tribune Co., according to insiders and media analysts. Priorities are expected to include developing WGN America, which lags cable networks such as FX and TBS in revenue, ratings and cash flow, analysts said.


"It's clear that, in a sense, we have a new Tribune media company, and it's going in a direction that many people thought it would be going," said media analyst Ken Doctor. "It makes the company entertainment leaning versus news leaning."


Meanwhile, in the face of digital competition and sagging industry revenue, Tribune Co.'s newspaper holdings have declined to $623 million in total value, according to financial adviser Lazard. While some analysts expect the newspapers to be bundled and delivered to an assortment of potential new owners — everyone from Rupert Murdoch to Warren Buffett has expressed interest in acquiring one or more of the nameplates — they are still profitable and may remain in the Tribune Co. fold for some time, according to insiders.

Change could be coming after Bears miss playoffs









DETROIT — The Bears could spend between now and wild-card weekend counting the reasons they will be sitting at home with 10 wins.

A defensive meltdown in Week 13 against the Seahawks and a brutal loss at Minnesota the following week are good places to start. Their time will be better spent, however, compiling ways they can improve in 2013 after a second-half collapse could not be saved by road wins over the lowly Cardinals and Lions at the end of a season that began with great promise.

The Bears held on for a 26-24 victory over the Lions on Sunday at Ford Field, but their playoff dreams were dashed a little more than three hours later as the Vikings upset the Packers 37-34 on Blair Walsh's 29-yard field goal as time expired.

The Bears join the 1996 Redskins as the only teams since the playoffs were expanded to 12 teams to miss the playoffs after a 7-1 start. An easy first-half schedule turned challenging, an opportunistic defense stopped scoring touchdowns and the offense again failed to blossom in the fourth season for quarterback Jay Cutler, who will enter the final year of his contract with scarce reasons for the franchise to guarantee him tens of millions of dollars.

Under first-year offensive coordinator Mike Tice, wide receiver Brandon Marshall rewrote the team record books, but far too often there was no semblance of balance, and an offensive line general manager Phil Emery did little to augment played a lot like the one he inherited. Whether the failures were due more to personnel, scheme or play calling, ultimately it's the offense of head coach Lovie Smith, who failed to guide his team to the postseason for the fifth time in six years.

Questions will persist about the future of Smith, who has an 81-63 regular-season record in nine seasons, until Emery announces his plan. It will be interesting to see what role Chairman George McCaskey takes; most believe it was his call to fire GM Jerry Angelo a year ago.

Smith is signed through next season, and Emery has been conspicuously silent this season, although he said on the WBBM radio pregame show Sunday that Smith "has done an outstanding job coaching the Bears."

"It is the full season and the whole body of work," Emery said of how he will judge Smith.

Bringing back Smith as a lame duck could be a disastrous distraction but would not be unprecedented. President Ted Phillips required Emery to keep Smith for this season, and Phillips lauded Smith for his "consistency" in explaining the decision.

Smith generally has avoided long losing streaks, but the Bears lost five of six before the final two wins. They also consistently have missed the playoffs since the 2006 Super Bowl season, and if Emery makes the unusual move of firing a coach coming off a 10-win season, it will condemn the organization's failure to clean house a year ago.

Middle linebacker Brian Urlacher, the face of the franchise for 13 seasons, has an expiring contract, and his future could be tied to Smith's. Pro Bowl defensive tackle Henry Melton might be headed to free agency. The aging defense was solid for most of the season but needs more young firepower at a time when the offense must be upgraded.

The offense showed some life Sunday, even if it couldn't put the Lions away as four trips to the red zone resulted in only one touchdown — a 1-yard run by Matt Forte, who had a season-high 24 carries for 103 yards.

Cutler, who said during the week he didn't know how the offense would get more receivers involved besides Marshall, completed five passes for 109 yards to Earl Bennett, including a 60-yard touchdown that featured nice blocking by Marshall. Alshon Jeffery had four receptions for 76 yards, while Marshall was targeted 14 times but made just five catches for 42 yards.

The Lions clawed back with three 80-yard scoring drives, but the defense got a stop when it needed one as cornerback Tim Jennings deflected a pass for Kris Durham with less than four minutes to play before Forte helped run out the clock.

Asked how he would view a 10-win season with no playoffs, Forte said, "We'll have to look forward to next year."

First, we'll see what change a new year brings.
